Context and Justification
In the context of the objectives assumed by Romania and the European Union regarding the reduction of greenhouse gas emissions and the improvement of energy efficiency, the aviation sector must make a significant contribution to these efforts. The project proposed by RACA "Carpathia" aims to suggest the creation of a mechanism based on a precedent similar to that of the Railway Reform Authority (ARF), which successfully secured funding from the Modernization Fund for the acquisition of sustainable rolling stock (9 electric trains and 23 locomotives, an investment that is secured with funding of 200 million Euros through the Modernization Fund).
General Objective
The acquisition of modern, energy-efficient aircraft with reduced CO2 emissions, financed through the Modernization Fund, and leasing them to Romanian airlines to support the reduction of their carbon footprint and enhance the sustainability of the aviation sector.
Justification and Precedent
The Railway Reform Authority has demonstrated the successful use of the Modernization Fund for the acquisition of sustainable rail rolling stock as part of efforts to improve energy efficiency and reduce emissions in the transport sector. Through projects such as the purchase of new electric trains and energy-efficient locomotives, ARF has established a viable model of collaboration between the state and private operators, funding modern equipment that contributes to Romania's environmental goals.
Project Details
1. Aircraft Acquisition
– Types of Aircraft: The project will involve the acquisition of next-generation aircraft equipped with energy-efficient engines and advanced emission reduction technologies, such as the Airbus A320neo or Boeing 737 MAX, known for their high efficiency. Additionally, agreements may be signed for hybrid, electric, or hydrogen-powered aircraft, provided they are EASA certified.
– Number of Aircraft: The project aims to acquire 5 new aircraft, which will be gradually distributed to Romanian air operators.
2. Financing
– Modernization Fund: The primary funding will come from the Modernization Fund allocated to Romania for the period 2021-2030, which allows the use of funds for sustainable energy projects. Additionally, new forms of financing similar to the Modernization Fund can be identified.
– Cofinancing: Additionally, the project can benefit from cofinancing from the state budget and other European funds dedicated to green transition and energy efficiency.
3. Leasing Scheme
– Leasing Model: The acquired aircraft will be leased to Romanian air operators at competitive rates, similar to the model implemented by the Railway Reform Authority for rolling stock, through the Romanian Commodities Exchange.
– Beneficiaries: All Romanian airlines (holding a Romanian AOC) will be eligible to apply for aircraft leasing, thereby ensuring fair competition and equal access to modern technology.
4. Implementation
– Project Duration: The acquisition and distribution of the aircraft will take place over a period of 3 years, with phased deliveries to allow for the gradual adaptation of the operators.
